Beverly Carter receives a gift certificate to Applebee’s from Moultrie Observer Newsroom Manager Kevin Hall Friday. Carter’s essay, ‘Walking the Courthouse Wall,’ received the best rating among submissions to The Observer’s ‘Reflections of Downtown’ essay contest.
