MOULTRIE — Elvira Gibson was named as the city’s new director of business operations after three years of service with the city’s utilities department. She started her new job Wednesday and said she was was excited to be there and thinks she can do a lot for the city and its customers.

Gibson said she came to Moultrie from south Florida in 1992 and graduated from Colquitt County High School the same year. She earned a bachelor’s degree in electrical engineering from Georgia Tech in 2001 and started in January 2003 in the city’s utilities department as a project engineer.

The new position puts Gibson in charge of the business operations of the city, which she said includes billing, meter reading, cashiers and customer service. She wants to combine her technical and customer service experience together to help customers.

“I want to integrate more of the technical side into the operational side,” Gibson said. “I have a very technical mind to go with my customer service experience.”

City Clerk Brenda Ellison said Gibson’s position was the result of reorganization and was approved as part of the 2005-2006 fiscal year budget. The responsibilities were part of the assistant city manager’s position, which was eliminated with Gibson’s hiring, and former assistant city manager Lance Arnett was given the title of director of CNS services.
